The Balochistan Rural Support Programme (BRSP), with support from UN Women, is implementing interventions to promote women's economic empowerment and prevent violence against women and girls (EVAWG). To strengthen legal awareness among Women Home-Based Workers (WHBWs), women, girls, and other vulnerable groups, BRSP in its Project “Catalyzing Economic Growth for Women in Quetta, Balochistan” seeks to engage a qualified consultant to review relevant legislative frameworks and develop user-friendly awareness materials for use in community outreach and EVAWG sessions.

Objectives

To review and strengthen legislative frameworks related to WHBWs, women, girls, and other vulnerable groups, and develop accessible legal awareness materials to enhance their knowledge of rights and protections.

The service period covered under this consultancy will start from 27th July 2026 until 10th August 2026 extendable for further period as per mutual agreement and satisfied services.

Scope of Consultancy

The consultant will:

  • Review national and provincial legislation, policies, and legal frameworks related to WHBWs, women, girls, and other vulnerable groups.
  • Identify legislative gaps, implementation challenges, and opportunities for strengthening legal protection and access to justice.
  • Develop simplified legal awareness materials suitable for community members with varying literacy levels.
  • Design and Print awareness materials for use during EVAWG, and other community awareness sessions.
  • Support BRSP in validating the materials with relevant stakeholders before finalization.
  • Recommend legal and policy improvements.

Development of Awareness Materials

Develop simplified and user-friendly awareness products such as:

  • Legal Rights Booklet with simple language and illustrations (in English or Urdu)
  • Awareness Brochure or Leaflets (in English, Urdu or Pashto)
  • Key Messages for Community Sessions (in English, Urdu or Pashto)
  • Facilitator Reference Guide (in English or Urdu)
  • Referral Information Sheet
  • Visual IEC materials with simple language and illustrations

Deliverables

  • Workplan
  • Legislative Review Report with Gap Analysis
  • Designed and Printed Awareness Material
  • Final Consultancy Report

Duration of Consultancy & Reporting Line

The consultancy will be conducted for 15 working days from the date of signing the contract and the consultant will report directly to the Project Officer at organization.

Required Qualification & Experience

  • Master's degree in Law, Human Rights, Gender Studies, Public Policy, Development Studies, Social Sciences, or a related discipline.
  • Demonstrated professional experience in legal and policy review, gender equality, human rights, or legislative reform.
  • Sound knowledge of national and provincial legislative and policy frameworks, particularly those related to women's rights and vulnerable groups.
  • Proven experience in developing legal awareness IEC materials for diverse audiences.
  • Strong understanding of EVAWG, gender equality, WHBWs, labour rights, and safeguarding principles.
  • Excellent analytical, research, and report-writing skills, with the ability to translate complex legal concepts into user-friendly content.
  • Ability to work independently, manage multiple tasks effectively, and deliver high-quality outputs within agreed timelines.

Ownership of Deliverables

All reports, data, designs, publications, training materials, IEC materials, and other outputs produced under this consultancy shall become the sole property of BRSP and UN Women. The consultant shall not reproduce, distribute, or publish any materials without prior written approval from BRSP.

The consultant shall maintain strict confidentiality regarding all information obtained during the consultancy and shall comply with BRSP's safeguarding, Gender, and PSEA policies.
