Hiring of Consultants / Vocational Training Institutes for Vocational Skills Training

Secours Islamique France is seeking an experienced Pakistani national consultant/institute/ firm for conducting Vocational Skill Training for potential beneficiaries in Targeted Districts

(Peshawar and Charsadda).


1.                    Background

Secours Islamique France (SIF) is an International Non-Governmental Organization devoted to international solidarity, and social and humanitarian causes in the fields of humanitarian assistance and development aid, both in France and in the world. In Pakistan, SIF started its operations in 2010 and is currently working through its offices in, Khyber Pakhtunkhwa, Baluchistan Punjab & Sindh provinces. The main focus areas are sustainable livelihoods, water and sanitation, orphans’ welfare, and disaster preparedness. Secours Islamique France (SIF) is registered in Pakistan and has signed MOU with MOI Pakistan.

The project seeks to enhance employability and livelihood opportunities for vulnerable community members through market-oriented vocational skills development. Under this initiative, qualified consultants or accredited vocational training institutes will be engaged to deliver structured, practical, and demand-driven Vocational Training (VT) programs, for selected beneficiaries. while the vocational training will result in nationally recognized vocational certification, verified or endorsed by the Trade Testing Board (TTB).

The training interventions are designed to equip beneficiaries with relevant technical and entrepreneurial skills that enable them to secure wage employment or establish self-employment opportunities within local markets.

 

 

 


2.     Objective of the Assignment

The overall objective of this assignment is to provide quality vocational skills training over a period of two (03) months in the final four selected trades training, enabling beneficiaries to acquire practical skills, improve employability, and enhance income-generating capacities.

Specific objectives include: -

  • Delivering hands-on, competency-based training aligned with local market demand
  • Supporting beneficiaries to transition towards employment or self-employment

3.     Scope of Work

The selected consultant(s) / vocational training institute(s) will be responsible for the following:

  • Provision /Submission of approved modules and course contents against proposed trades at the time of signing of the agreement.
  • Incorporation of suggested contents by SIF as per requirement / if necessary.
  • Submission of detailed training delivery plan, approach, and methodology leading to job placement and entrepreneurship with all logistic details.
  • Technical Services Provider (TSP) ensures 100% trainees’ registration with any Govt. approved certification agency; preferably Trade Testing Board-TTB. 
  • Technical Services Provider (TSP) will provide support in job placement/enterprise development of the trained youth with the collaboration of relevant industries/ existing Chamber of Commerce and other potential stakeholders.
  • Submission of all kinds of related MOVs (Training Manual, modules, each training report, High quality pictures & attendance sheets, Pre- and post-tests etc.)
  • Provision of Toolkit, consumable and non-consumable material during practical work as per the requirement of the course.
  • The selected firm/consultant will be responsible to get the beneficiaries produce fine quality products for various exhibitions/expo/events etc.
  • Ensure timely certification of beneficiaries from the Trade Testing Board (TTB) or National Vocational & Technical Training Center (NAVTTC).
  • Trainees’ assessment reports on monthly bases for a better outcome.
  • Pre and Post assessment of the trainees.
  • Successful completion of 3-months of training and submission of performance-based Training reports.

4.     Trades and Beneficiary Details

Training trades are identified through labor market analyses and private sector consultations to ensure alignment with high-demand sectors. Priority trades in targeted area of KP Pakistan include:

  1. Digital Marketing and E-commerce
  2. Electrician and Solar System Installation
  3. Mobile Repairing
  4. Plumbing Installation and Maintenance
  5. Tailoring / Fashion Designing
  6. Beautician/Parlor
  7. Commercial Baking Vocational Skills Training
  8. Artificial Jewelry Making Training

The above-mentioned trades are tentative and have been identified based on market demand. The final selection of 04 trades (02 for Male and 02 for Female) will be carried out in consultation with the targeted beneficiaries, taking into account their interests, aptitudes, and preferences, while ensuring alignment with local labor market opportunities and employment prospects.

5.     Training Duration and Modality

  • Duration: Three (03) months per trade (Vocational Skills Training)
  • Training Modality: In-person, practical and classroom-based training
  • Training Hours: As per standard vocational training norms (to be proposed by the service provider)
  • Training Venue: Training institute premises or other approved training locations

6.     Deliverables

The consultant(s) / institute(s) shall deliver the following:

  1. Submission of approved Manual and modules (VT) properly designed version with SIF visibility and course contents.
  2. Provision of trainee’s certification from government-authorized institutes at the end of the training period.
  3. Final Training Report (VT) (each trade training report, quality pictures (Before, During & After))
  4. Provision of final products (that are made both during the trainings’ practice and for the exhibitions/display centers/outlets).

7.     Timelines for Deliverables:

The project duration is of three months by following the set timeline below;

8.     Qualifications of the Consultant

  • The applicant / TSP must be a government-registered institute preferably NAVTTC, Technical Education and Vocational Training Authority (TEVTA).
  • The applicant/ TSP must have their own training tools, and essential material required for training as per proposed trades.
  • TSP must share their registration status of applied trades as per advertisement.
  • TSP would create an inclusive environment.
  • The applicant / TSP has experienced faculty (Male and female) in particular proposed trades.
  • The applicant / TSP must have more than 5 years of experience to work on the same nature of assignments particularly, with local communities will be preferred.
  • The institute must have extensive experience in the Development sector for conducting different vocational Training.

9.     Roles and Responsibilities

Consultant / Vocational Training Institute

  • Provide qualified trainers and training materials
  • Ensure timely and quality delivery of training
  • Maintain training discipline and safety standards
  • Coordinate with the project team
  • Submit all required reports and documentation

Project / Implementing Organization

  • Mobilize and nominate beneficiaries
  • Monitor training quality and progress
  • Facilitate coordination and approvals
  • Process payments as per agreed milestones

10.             Reporting and Coordination

The consultant(s) / institute(s) will report to the designated Project Focal Person. Regular coordination meetings will be held to review progress, address challenges, and ensure quality compliance.


11.             Payment Terms

The consultant will be paid for technical assistance for undertaking the assignment according to the submission and approval of the set deliverables.

12.             Evaluation Criteria

Service providers will be evaluated based on: -

  • Relevant experience and technical capacity
  • Quality of proposed training methodology and curriculum
  • Qualifications of trainers
  • Cost-effectiveness
  • Past performance and references

13.             Ethical Considerations and Compliance

The consultant(s) / institute(s) shall adhere to ethical standards, including safeguarding, non-discrimination, and confidentiality policies of the implementing organization. Any form of misconduct may result in contract termination.


14.             Time Frame:

The contract will be awarded for a period of 3 months.

  • Details of the training monitoring methodology and tools (participants’ attendance, trainer’s performances, performance appraisal system, final training evaluation)
  • Provision of training graduation diploma certified by the Trade testing board.
  • Provision of interim and end-of-training reports.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs in PKR.
  1. Financial Proposal:
  • The interested Institutes are requested to submit their Technical as well as financial proposals and per beneficiary cost against the mentioned trades.
  • Proposals should reach to the office in a sealed envelope having sender & receiver's information and mention request for “Proposal for Vocational Trainings Skill Training”.  Financial and Technical Proposals will be submitted via Courier or by hand, addressing SIF Logistics Department”, House. No. 39/D, Sahib Zada Abdul Qayum Road, University Town, Peshawar (0332-5222367).
  • Deadline for submission of proposal is 23rd July, 2026 and no offer will be accepted after the deadline.
  • A financial offer for completion of the required tasks/trade/course, including; Training fee (all-inclusive, Course fees, operational expenses, etc. And taxes. Practical Work/ Course Material.
  • Exam registration fee with approved certification body i.e., National Training Bureau (NTB), Trade Testing Board (TTB) (one time).  

Criteria for Selection of The Best Offer:

The contract will be awarded to the applicant who meets the selection/qualification criteria detailed above.
