Association for Gender Awareness and Human Empowerment (AGAHE) is implementing the Restoration of Social Services and Climate Resilient (RSS&CR) project, funded by the Pakistan Poverty Alleviation Fund (PPAF), in two districts of Punjab Province: Kasur and Okara. The project focuses on enhancing the resilience of vulnerable communities to multi-hazard risks. Three tehsils within these two districts are among the targeted areas, which are prone to multiple hazards, including floods, earthquake drought, and extreme weather events. These hazards pose significant threats to both infrastructure and livelihoods. To ensure the effectiveness of the project, it is essential to conduct a Multi-Hazard Vulnerability and Capacity Assessment (MHVCA). This assessment will identify existing vulnerabilities, capacities, and gaps within the communities, guiding future capacity-building initiatives. It will also enable stakeholders to develop informed strategies for climate resilience and disaster risk reduction (DRR).

Objectives of the Consultancy: 

The primary objective of the consultancy is to conduct a comprehensive Multi-Hazard Vulnerability and Capacity Assessment (MHVCA) in District Kasur (Tehsil Kasur & Chunian) and District Okara (Tehsil Depalpur). The assessment will identify various hazards and analyse the key risks posed. It will further evaluate the vulnerabilities and capacities of local communities, providing critical insights for developing a risk reduction and climate adaptation. The assessment will: 1. Identify key vulnerabilities to multiple hazards (natural and climate-related) in the area. 2. Assess the capacities of local communities, institutions, and infrastructure to mitigate and respond to these hazards. 3. Engage local stakeholders to gather insights and strengthen community participation. 4. Identify gaps in existing capacities and provide actionable recommendations for future capacity-building initiatives. 5. Provide a final report, including an analysis of vulnerabilities, capacities, and recommendations for building resilience in the region.

Deliverables:

The consultant will be responsible for delivering the following:

1. Inception Report: Including the proposed methodology, work plan, and data collection tools (within one week of contract signing).

2. Fieldwork Report: Summary of key findings from the field data collection.

3. Draft Report: A comprehensive draft report including analysis, identified vulnerabilities, capacities, gaps, and recommendations for future capacity-building.

4. Final Report: Incorporating feedback from PPAF and stakeholders, along with an executive summary and recommendations.

5. Presentation: A PowerPoint presentation summarizing key findings and recommendations for stakeholders.
