CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan.

Job Summary:

CARE International in Pakistan is recruiting Gender and Inclusion Specialist for its upcoming FCDO funded Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme in Pakistan. This is approximately £4 million programme with a duration of 3.5 years. The expected impact of this programme is “increased capacity of at risk and climate vulnerable households and communities to anticipate, adapt to, and absorb the impact of shocks and stresses induced by climate change and natural disasters, including measurable changes in gender roles and social inclusion”. The position is based in Karachi with at least 50% of the time in the field (Sujawal and Badin) and travel to any part of the country for initiating a response on short notice.

The overall objective of the position is to assist the project team in analyzing the roles and needs of women and men, vulnerable groups and addressing any gender inequalities so that women and men, as well as members of vulnerable groups can equally access, equally participate in activities, and equally benefit from the resources, services, capacity building and other activities offered in the project. Furthermore, Gender and Social Inclusion Specialist will assess and categorize the projects potential to integrate gender dimensions and social inclusion aspects and contribute to the advancement of social justice. The incumbent will work with program team to design the trainings to meet the specific needs of women and men, as well as persons with disabilities, representatives of ethnic and religious minority communities, and collect disaggregated data to track gender equality and social inclusion results and assess potential gender and social impacts. Moreover, s/he will be responsible for building capacity within the project team and among stakeholders to ensure gender-responsive and socially inclusive implementation and the continued integration of a gender and social perspective within the sector/area of interventions. The incumbant will lead all gender related targets in implementation and ensure high quality reports. 

Key Responsibilities:

1- Technical Responsibilities (50% of the time):

  • Conduct Gender analysis for the project and provide technical guidance to other consortium members for the same including adaptation of tools to the project context.
  • Review the project documents and gauge the impact of intended results on power dynamics, diversity, social inclusion and gender equality.
  • Assess and identify potential gender-differentiated impacts as well as diversity and social equality aspects of identified potential initiatives.
  • Guide and support project to apply Gender transformative approaches.
  • Promote the mainstreaming of gender and social inclusion issues at all stages of the project cycle, from planning of the initiative through to their evaluation.
  • Develop guidelines, including a checklist, in mainstreaming gender and social equality into project activities to enable effective implementation.
  • Systematically coach team on diversity, inclusion and gender mainstreaming issues and social inclusion aspects of activities during the design, implementation, and monitoring/evaluation stages of the program.
  • Develop and implement training modules for the project team/consortium partners in principles of diversity and social inclusion, gender mainstreaming and its practical application in the project setting on a needs-basis.
  • Regularly visit project site on monthly basis (additional visits as essential) and conduct review meetings on quarterly basis.

2- Coordination & Representation (20% of the time):

  • Develop and establish better linkages and collaboration between organization partners, line departments and other direct stakeholders in the district and local level for getting useful scientific information, inputs and share them with the line manager and at the community level.
  • Represent organization at Government, UN, Gender and Inclusion / Protection working groups/cluster meetings in the targeted districts as well as provincial level. Work with an objective of positioning the organization in a strong position to cluster and also with other key sector partners.
  • Organize regular meetings and take lead on coordination of Technical Working Group on Protection and Social Inclusion under the consortium.
  • Support and technically contribute to Technical Working Group on Protection and Social Inclusion interventions to standardize practices and to harmonize modalities.
  • Ensure good coordination, joint planning, and implementation between interventions to complement each other effectively.
3- Reporting & Program Quality (15% of the time):
  • Contribute in the preparation of reports for Government, donors and other stakeholders, ensuring high quality reporting with accurate information. 
  • Establish processes/systems that ensure proper tracking, establish accountability and capture the information essential to ensure best possible reporting of information related to gender impact, diversity and social equality as may be required by government, donors etc.
  • Closely coordinate with Organization's MEAL Unit to ensure that relevant output and outcome indicators for Gender and Inclusion are systematically being collected and analyzed in a manner that will help the Country Office determine efficiency and effectiveness as well as the appropriateness of such activities.
  • Provide input to donor reports through developing the gender, diversity and social inclusion related chapter.
4- Resource Mobilization (10% of the time):
  • Contribute and provide insights into fundraising efforts related to the scope of gender and inclusion.
  • Regularly coordinate with stakeholders in collaboration with Deputy Team Leader and Team Leader and conduct monthly and quarterly meetings for project updates, challenges, solutions.
  • Proactively identify new funding opportunities and interact with donors where possible under guidance from senior management.
  • Support in new program designing and technical write ups.

5- Other responsibilities as assigned (5% of time):

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

A) Qualifications (Know How)

Required:

  • Bachelors or advanced degree in Gender Studies, Social Science, Anthropology, Humanitarian Studies or related field.
Desired:
  • Masters or advanced degree in Gender Studies, Social Science, Anthropology, Humanitarian Studies or related field.

B) Experience/ Technical Skills 

Required:

  • Demonstrated 5-7 years of experience in Gender and Inclusion programming preferably with an International NGO in a similar capacity; with a minimum of 4 years’ experience in a senior role.
  • Ability to work both in an advisory and a hands-on implementation capacity. Experience of capacity strengthening of local teams on gender and social inclusion context.
  • Ability to write clear and well-argued assessment and project reports.
  • Familiarity with UN guidelines, Sphere Standards and other humanitarian accountability frameworks as well as international codes of conduct.
  • Excellent communication, negotiation, and networking skills, with the ability to engage effectively with diverse stakeholders, including government officials, donors, and community leaders.
  • Fluency in English and Urdu is required.
Desired:
  • Expertise in technical areas of disaster management and/or climate change programming.
  • Proficiency in regional languages preferred.
  • Experience of managing payment by results grant mechanism is preferred.
  • Experience of fund raising from large donors.
