Assistant Director – DHIS2(PMER) – PRCS National Headquarters
Background
The purpose of the Pakistan Country Office (CO) is to ensure the implementation of the Norwegian Red Cross International Strategy at the country level through program support to the National Society partner, as articulated and established in the approved Country Framework. This means that the CO is responsible for ensuring results-based program management, risk management, and operational in-country Movement coordination. Furthermore, the CO is responsible for ensuring program implementation in support of NS partners, in line with established program agreements and program plans. The CO ensures sound technical quality of all country programs, in line with established technical standards and best practices. The CO ensures that Norwegian Red Cross program support is based on regularly updated humanitarian needs analysis in line with established practices. The CO represents the Norwegian Red Cross in the country for external partnerships and relationships. The CO is responsible for in-country security management.

Requirements/Qualifications
- Working proficiency in English is essential.
- At least a university degree (16 years) in fields such as public health, social sciences, health informatics, or equivalent fields.
- Experience working in the Red Cross/Red Crescent Movement is an advantage.
- At least five years’ experience in providing data-related support for organizations working in public health and/or in sensitive contexts, conflict areas, and ideally in Primary Health Care programs.
- Experience working with data management systems/health information systems such as DHIS2 is an advantage.
- Data analysis, archiving, and data visualization experience strongly preferred.
- Excellent communication, presentation, and infographics skills.
- Age limit: 45 years at the time of hiring.
- Ability and willingness to travel.

The Role and Responsibilities
b) Role
- Promote that Norwegian Red Cross Program cooperation with the Host National Society (HNS) program teams is consistent and efficient.
- Support HNS sound technical Planning, Monitoring, Evaluation and Reporting (PMER) in line with established program agreements and program plans.
- Organize purposeful collaboration with the HNS program teams in line with technical standards and program agreements.
c) Key Responsibilities
- Close collaboration with PRCS NHQ and provincial branches for collecting and quality- assuring routine data.
- Import monthly data into DHIS2.
- Conduct field visit to the project site for monitoring and data collection
- Support field staff (PMER and DHIS2) in data collection, data management, and reporting
- Oversee and support the data collection and data entry in DHIS2
- Share monthly reports with the manager including detailed planning/reporting of activities and field visits.
- Ongoing data monitoring, producing reports every week or as required for management decisions.
- Provide the data to the NORC country officer as per agreed frequencies
- Carry out data quality assurance to ensure timely collection and reporting of quality data
- When relevant, actively provide feedback on needs or ways to improve data collection.
- Support the implementation and support of the digital data management systems of PRCS including DHIS2.
- Assist the PRCS PMER and partners in data analysis, developing presentations, infographics and reports
- Responsible for ensuring data protection and confidentiality of data stored in the database.
- Engage with the PRCS PMER and Health teams to ensure consistent result-based management.
- Conduct or support assessments and evaluations in coordination with the PMER and CEA teams of PRCS.
