Introduction

The Fleming Fund (FF) is a U.K. Department of Health and Social Care programme to help low and middle-income countries fight Antimicrobial Resistance (AMR). AMR poses a severe global threat, expected to cause 10 million deaths annually by 2050. With potential costs reaching $100 trillion, its impact on the global economy is significant. Fleming Fund Grants aim to tackle the AMR challenge in developing countries including Pakistan. The grants are funded by the UK Department of Health and Social Care and managed by Mott MacDonald for the country, regional and fellowship grants. Pakistan has received Fleming Fund support since 2019 in the form of two Country Grants, 9 Fellowships, and central and local procurement of equipment, reagents, and consumables. Between 2017 and the end of phase-1 of the program in March 2023, the program has provided financial support to grantees to establish and support local development of national AMR surveillance systems.

In partnership with the Fleming Fund, DAI's programme in Pakistan collaborates with the Pakistani government to strengthen systems using a “One Health” (OH) approach – a multisectoral approach to complex health problems that reaches across human health, animal health, and environment sectors. As global leaders in One Health, the DAI team helps incorporate One Health across programme interventions. DAI is helping Pakistan become a leader in combating antimicrobial resistance, and a model for better management of antimicrobials in human and animal populations. DAI and its consortium partners have successfully secured an additional round, Phase 2, of the Fleming Fund Country Grant in Pakistan which spans from January 2024 to December 2025. The Phase 2 of the FFCG programme focuses on achieving four intermediate outcomes: 1) Production of quality AMR/U/C and burden of disease data; 2) Conducting quality data analysis; 3) Sharing quality data analysis with decision-makers; and 4) Contributing to sustainable investments at both the country and global levels to counter AMR.

POSITION SUMMARY

The Finance Assistant will support the finance team in ensuring the efficient and compliant management of financial operations for the Fleming Fund Pakistan project. This role focuses on assisting with day-to-day financial tasks, maintaining accurate and up-to-date financial records, and ensuring alignment with donor requirements and DAI policies.


MAJOR RESPONSIBILITIES
The role focuses on payment processing, documentation verification, reconciliation, and maintaining accurate financial records to facilitate smooth project operations. This is a full-time position based in Islamabad.


Key Roles and Responsibilities:

1. Payment Processing:
• Assist in preparing and processing payments to vendors, consultants, and staff, ensuring completeness and accuracy of documentation.
• Verify payment requests for compliance with donor and DAI guidelines, ensuring all supporting documents (e.g., invoices, contracts, approvals) are in place.
• Maintain a tracker for processed payments and monitor pending invoices for timely action.

2. Documentation Verification and Recordkeeping:
• Verify financial documents to ensure consistency, accuracy, and compliance with organizational and regulatory standards.
• Organize and maintain records of all financial transactions, including payment vouchers, receipts, and supporting documents.
• Ensure all financial records are properly filed for audit readiness and reporting.

3. Bank Reconciliation and Financial Monitoring:
• Assist in reconciling bank statements and project expenditure records, addressing discrepancies promptly.
• Track advances to staff and vendors, ensuring timely follow-up and settlement.
• Support the Finance Specialist in preparing monthly financial reconciliations.

4. Compliance and Reporting:
• Assist in the preparation of monthIy financial reports, ensuring alignment with donor requirements (cash- basis) and statutory obligations (accrual-basis).
• Support the Finance Specialist in preparing documentation for tax compliance, payroll, and vendor payments.
• Contribute to year-end reconciliations and donor financial reporting by compiling required data and supporting analyses.

5. Audit and Financial Reviews:
• Provide support in internal and external audits by organizing financial records and responding to queries.
• Assist in ensuring audit recommendations are implemented effectively and documented.

6. Financial and Administrative Support:
• Enter financial data into financial management systems accurately and on time.
• Assist in preparing financial summaries, analysis reports, and variance tracking for project management.
• Coordinate with vendors and staff to address queries related to financial transactions.

REQUIREMENTS (EDUCATION, EXPERIENCE, SKILLS, LANGUAGES ETC.)

Required Qualifications and Skills

Education: Bachelor's degree in Finance, Accounting, Business Administration, or a related field.

Experience: Minimum of 1—2 years of relevant experience in finance, accounting, or donor-funded project management.

Skills:
• Strong understanding of financial systems, procedures, and donor reporting requirements.
• Proficiency in MS Excel and accounting software (e.g., QuickBooks or similar).
• Excellent attention to detail, organizational skills, and ability to handle multiple tasks.
• Strong written and verbal communication skills in English.
• Familiarity with Pakistani accounting standards and tax regulations is an advantage.
