OVERVIEW OF THE POSITION

Organization Context

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. With over 7,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Local Context (Pakistan):

The United Nations Office for Project Services (UNOPS) aims to make significant strides in promoting sustainable development, aiding the federal and provincial government in SDGs attainment, and establishing itself as a reliable provider of efficient services for development programming around Climate Adaptation, Basic Service Delivery and Energy Efficiency. Operational since 1999, UNOPS Pakistan (Project Office) is part of the Sri Lanka Multi-Country Office in the Asia Pacific Region.

Project Information:

The project aims to enhance the operational preparedness and eff activeness of law enforcement personnel in Pakistan through the construction of simulation training facilities that replicate real-world urban environments. These facilities will provide immersive, practical training experiences and improve officers' decision-making and tactical skills. The project will be managed by UNOPS and involve collaboration with key stakeholders to ensure successful implementation.

The simulation training facilities will consist of a mock city, mine garden, classroom, and paintball operations area. The mock city will replicate urban environments with buildings, streets, and public spaces, allowing officers to train in urban operations. The mine garden will simulate real-life minefield scenarios for practical experience in mine detection and disposal. The classroom will serve as the central hub for theoretical instruction, debriefings, and strategy sessions. The paintball operations area will simulate tactical combat scenarios to enhance officers' understanding and strategic planning capabilities.

The project will be managed by UNOPS in close coordination with key stakeholders such as the respective Police Departments and Donor. A Project Board will be established to ensure robust internal controls and effective management of the project. The project will also incorporate sustainability measures, gender mainstreaming, and adherence to quality standards.

GENERAL FUNCTIONS

Role objective:

Functional Responsibilities Technical Assistance

• Study the scope of civil works/minor upgrade works/Infrastructure/solarization works and support the Project Manager in planning, implementation of these variety of infrastructure activities.
• Provide support in reviewing minor upgrade work plans/drawings presented by the contractor during the planning and procurement phases (design and rehabilitation/ renovation).
• Support the Project Manager in overseeing the construction quality at assigned sites and ensure the work is performed as per specifications by the contractors. Support in the planning of timely delivery of site progress reports, preparation of reports, update work plans if needed, keeping track of progress in between reporting moments.
• Coordinate with the end user at fi eld level and resolve any issues proactively which might arise due to contractors operation.
• Provide support and guidance to the contractors and assists in resolving site problems, as necessary, incoordination with the Project Manager.
• Attend the project site daily in order to monitor the works as per UNOPS HSSE and Quality Assurance Policies.
  • Report technical issues to the Construction Management Engineer/ Project Manager in a timely manner and ensure that the solution is implemented as per technical standards.
  • Check and verify the variation orders/claims submitted by the contractor and ensure the claim is accurate and as per the variation order. Ensure all technical inputs and cost estimates are accurate, provided in a timely manner and included in the project proposals and budgets.

Stakeholder Management

Coordinate with end-users, inspect and report on minor upgrade works requirements on all project sites.

• Inspect and report on the Contractor’s works in progress, ensuring that the Contractor meets the high-quality standards expected by UNOPS.
• Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager.
• Check the Contractor’s set out and works, including compliance with Contract Specifications and ensure that the contractor comply with their work plans to complete work within the specified timeframe. Monitoring
• Ensure UNOPS Health, Safety, Social and Environmental management systems are implemented on site.
  • Closely monitor the progress of works and prepare reports which include details of work done, difficulties and delays in the work, their causes, the proposed remedial measures and financial status of the works contracts; develop inspection and test plans and update them regularly with the contractor.
  • Perform other duties as may be required and in line with the incumbent’s scope of services above.

5. Qualifications and Experience

a)  Education

• Completion of secondary education is required.
  • A first-level university degree in civil or construction engineering is desirable, but not required, and may be considered as a substitute for 4 years of the required work experience.

ESSENTIAL EXPERIENCE

Education:

     Secondary schooling in Completion of secondary education is required., University degree in A first-level university degree in civil or construction engineering is desirable, but not required, and may be considered as a substitute for 4 years of the required work experience.

Work experience:

• With secondary education, 6 years of experience in general construction works and/or site supervision is required.
• Experience with UNOPS Infrastructure Project implementation is highly desirable. ● Experience in Building Maintenance Works and Finishing Works is an asset. ● Experience in using AutoCad is highly desirable. ● Quantity Surveying ● Knowledge of local context ● Local candidates will be preferred ● Computer literacy is required.

Geographical experience:

     Minimum of 6 years of experience in Pakistan (essential).

Languages:

     Fluent in English , Fluent in any local language(s).
