Consultancy Objectives:

 SPO is implementing a project on “Gender Based Violence (GBV)” technically and financially supported by UNFPA in Balochistan to strengthen Women Development Department of the province. The aim of the project is to provide technical support  spread over 2 months for 30 days to the Women Development Department, Balochistan for developing multi-sartorial coordination mechanism for the survivors of Gender Based Violence (GBV).

Main Responsibilities:

Under the direct supervision of the Regional Manager Balochistan-SPO and Director of Women Development Department- Balochistan:

  • The consultant will be required to work at Quetta and relevant districts. (Loralai,Quetta, Chagai, Qilla abdullah, Qilla Saifullah, Harnai, Chaman, Mastung, Noshki)
  • Develop work plan in consultation with SPO team.
  • Identify and review key documents on services/information/ guidelines and existing frameworks and conduct mapping of services related to GBV prevention and response such as help lines, shelter homes, crisis centers, counseling, and medico-legal services in Balochistan.
  • Identify and review regional and international best practices, assess referral systems and mechanisms for setting up multi-sectoral coordination system and recommend contextual mechanism.
  • Develop a methodology for collection and analysis of data to be able to conduct capacity assessment (capacity, quality, and gap) of GBV prevention and response services in Balochistan.
  • Assess capacity and quality of the services and the service providers in responding and addressing GBV cases.
  • Assess and document referral pathways for each district with regards to prevention and response of GBV, and identify major challenges and constraints in assessing GBV prevention and response services.
  • Make recommendations/ develop strategies to improve GBV survivors’ access to services and support mechanisms.
  • Develop community level referral protocols for GBV survivors taking into account ethical considerations for GBV response services provision.
  • Compile and prepare referral directory for the use of survivors and relevant departments.
  • Prepare an elaborative methodology to conduct KIIs or FGDs with concerned departments/GBV service providers
  • Develop KII and FGD guidelines and pretest them for detailed and in-depth report
  • Visit concerned Govt. Departments and organizations working on GBV services and emergency response mechanism to map and collect information and material regarding their work according to the agreed research tools (interview guidelines, FGDs, KIIs)
  • Conduct meetings with the concerned stakeholders (government departments, INGOs, NGOs, CBO and PDMA) working on emergency response and GBV during disasters for assessment of their GBV services including their capacity to respond to any emergency services r
  • Prepare key recommendations document in the light of the material reviewed and meetings conducted.
  • Organize consultation of stakeholders (government departments, INGOs, NGOs, CBOs and PDMA

Key Deliverables:

  • Inception report comprising of detailed outline, timelines and work plan within five days of signing contract.
  • Finalized methodology and assessment tools and submitted to UNFPA and SPO for approval.
  • Presentation to UNFPA and SPO on preliminary findings of mapping and capacity assessment for GBV services exercise.
  • Report outline submitted to UNFPA & SPO.
  • Mapping and capacity assessment report.
  • Referral directory - The referral assessment will take a detailed account of the: type of services available and timings, fees if applicable, location, human resources and service providers on duty, technical considerations, legal/financial and material resources at the disposal of the service delivery point, and any special considerations for accessing services by GBV survivors.
  • Community level referral protocols for GBV cases developed to be used by crisis centers and Women Development Department Balochistan Helpline.
  • The consultant will be responsible to submit a finalized report of mapping of GBV services, capacity assessment and recommendations.
  • Reports of KIIs and FGDs
  • Consent forms of service providers
  • Desk review will be part of the report and elaborative section of data analysis of GBV response services.

Required Educational & Professional Experience:

  • Master’s degree or higher in Social Sciences, Gender Studies, Development Studies, Sociology, Public Policy, or other relevant disciplines from a recognized institution.
  • Additional certifications or training in research methodologies, GBV response, protection programming, or monitoring & evaluation will be an advantage
  • Strong expertise in qualitative and quantitative data collection methodologies, including Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and stakeholder consultations.
  • Demonstrated experience in working with government departments, civil society organizations (CSOs), INGOs, and community-based organizations (CBOs), particularly in fragile or conflict-prone areas.
  • Prior experience in conducting assessments or studies in Balochistan or similar socio-cultural contexts will be an added advantage.
  • Strong understanding of GBV prevention and response frameworks, referral mechanisms, and social service delivery structures in Pakistan.
  • Excellent report writing, data analysis, and presentation skills in English; knowledge of local languages (Balochi, Pashto, Brahui) will be considered an asset.
