Senior National - Procurement Expert
FED TA: Technical Support for Procurement Activities in the New Development PHC Related Programmes of the Ministry
Programme Overview
Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).
Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
Position Summary
The technical support aims to ensure timely, transparent, and cost-effective procurement processes in line with national procurement rules and donor compliance requirements, while strengthening the institutional capacity of M/o NHSR&C to manage health procurement functions more efficiently and sustainably, and capacity development of new PHC-related programmes on procurement-related issues.
The objective of this technical assistance is to provide advisory support to the M/o NHSR&C for the effective implementation of procurement activities under the PHC-related new PC-1s of:
- WB supported the National Health Support Programme (NHSP) – federal component,
- National Hepatitis C Elimination Programme,
- National Diabetes Prevention and Control Programme,
- Behavioural Change Communication (BCC) Programme and other new PHC-related projects
Scope of Work
National Health Support Program (World Bank-Funded)- Federal component
Advisory support for procurement operations for the National Health Support Programme, a World Bank-funded initiative, in close coordination with the Ministry of National Health Services, World Bank, and Federating Units.
- Ensure timely development and uploading of Procurement Plans, Terms of Reference (ToRs), and Bidding Documents on the STEP Portal (World Bank Procurement System).
- Ensure strict control, compliance, and alignment with World Bank Procurement Regulations, maintaining regular coordination with the World Bank procurement team to address procedural and documentation requirements.
Prime Minister’s Programme for Elimination of Hepatitis C Infection
- Advisory support for the complete procurement cycle for the Screening, Testing, and Treatment components of the Hepatitis C Elimination Programme.
- Develop Project Implementation Plans, Disbursement Schedules, Detailed Procurement Plans, and Contract and inventory Management Systems for key commodities, including RDT Kits, PCR Kits, and Medicines.
- Ensure compliance with PPRA Rules 2004 and maintain strong coordination with provincial stakeholders.
- Prepare Prequalification Documents for executing the National Awareness Campaign, in line with Press Information Department (PID) rules.
- Close coordination with the Programme Finance Team refers to regular collaboration and communication with the programme's financial management unit to ensure all procurement activities are completed.
Prime Minister’s Programme for Prevention and Control of Diabetes Mellitus
- Advisory support for procurement and supply chain operations for the Prevention and Control of Diabetes Mellitus Programme, focusing on therapeutic goods and awareness campaign initiatives.
- Formulate Project Execution Plans, Disbursement Schedules, Tender Management Frameworks, Contract Oversight Mechanisms, and Inventory Management for therapeutic items.
- Managed the procurement of services and media activities to roll out the National Awareness Campaign, ensuring adherence to PPRA Rules 2004 and transparent coordination with all Programme partners.
Behaviour and Communication Change Programme (and other new PHC-related programmes)
- Advisory support for procurement and supply chain operations for the BBC Programme (and other new PHC-related development projects), focusing on goods and awareness campaign services.
- Formulate Project Execution Plans, Disbursement Schedules, Tender Management Frameworks, Contract Oversight Mechanisms, and Inventory Management for therapeutic items.
- Managed the procurement of services and media activities to roll out the National Awareness Campaign, ensuring adherence to PPRA Rules 2004 and transparent coordination with all programme partners.
Other Roles and Responsibilities only in Advisory Capacity
If requested by the Ministry:
- Outsourcing of the Isolation Hospital and Infection Treatment Centre, Islamabad. Prepare the Expression of Interest (EOI) and Request for Proposal (RFP) for outsourcing.
- Outsourcing (Public Private Partnership) of the Regional Blood Centre, Islamabad. Prepare the Assessment report, Expression of Interest (EOI), and Request for Proposal (RFP) for outsourcing.
- Advisory support for developing and implementing procurement plans and strategies in coordination with the M/o NHSR&C and stakeholders.
- Support federal and provincial efforts to implement and integrate the electronic Logistics Management Information System (LMIS), ensuring alignment with the EPI-LMIS and DHIS2 platforms.
The designated staff (Deputy Directors) of the Ministry, Director Programmes, and HPSIU, under the leadership of DG(Health) and Secretary Health, will be actively engaged during these activities.

Timeline and Days
The level of effort (LOE) for the role is 18 days per month, from 15 June 2025 to 31 March 2026.
Requirement
Technical Expertise
- Masters or equivalent in Public Procurement, Supply Chain Management, Business Administration, Public Administration, Finance, Public Health, or a related field.
- Minimum 15 years of experience in procurement planning, development of bidding documents, and contract management in compliance with PPRA rules or donor-funded procurement guidelines.
- Should have a strong understanding and experience of public procurement systems, and procurement plans.
- Excellent writing and communication skills.
