1. Background
The Legal Aid Society (LAS) is a not-for-profit and non-governmental organization to ensure accessible, effective, and expedient justice for marginalized and underprivileged communities across Pakistan. Since its establishment in 2013 under the visionary leadership of Justice (R) Nasir Aslam Zahid, a former Judge of the Supreme Court of Pakistan, LAS has been working in three (03) different thematic streams; Access to Justice, Gender & Child Security, and Climate Resilience, Sustainability, & Security to empower communities and create a long-lasting impact to transform lives and judicial system.
LAS embarked upon a partnership with CARE International as Technical Partner for AWAZ II Project. The Aawaz II programme aims to increase voice, choice and control for women, girls, boys, youth, religious minorities, and marginalized groups; protect them from exploitation; and prevent discrimination and intolerance. The programme has prioritized child and forced marriages; gender-based violence; child protection, discrimination, and intolerance to which marginalized groups are extremely vulnerable.
2. Scope of Consultancy
This consultancy aims to develop a training manual and handbook on conflict sensitivity, pre-emption, resolution, mediation and minorities’ rights. The handbook will include principles, conversation starters, strategies for safe and inclusive engagement, solidarity actions, do and don’ts.
3. Consultancy Deliverables and Timelines
Time period for this consultancy will starts from August 1, 2025, to December 31, 2025. However, the timelines and payment for each output are given in the following table. The payment will be made on output achievement basis.

4. Terms and Condition:
4.1 Travel, Boarding, and Lodging
The consultant will be responsible for their own travel, boarding, and lodging arrangements and costs incurred during the execution of the consultancy, including field visits or training sessions, unless otherwise agreed upon in writing by LAS. The training will be in Hyderabad, Sindh
4.2 Payment and Tax Deductions
All consultancy payments will be made against successful completion and acceptance of deliverables, as per the agreed timeline. Applicable withholding tax and other statutory deductions under Pakistani law will be deducted at source by LAS.
4.3 Revisions and Approvals
All deliverables will be subject to review and approval by LAS. The consultant will be required to revise submissions based on feedback, within a reasonable time frame and at no additional cost.
5. Qualification and Experience:
- Postgraduate qualification in Social Policy, Gender, Law, Sociology, Social Work or any other related degree from an accredited National/International University
- Minimum of 4-5 years’ experience in the above-mentioned thematic areas
- Proven competence and experience in developing training manuals/handbooks
- Competency in delivery training
- Proficiency in English and Urdu. Fluency in Sindhi will be an added value
6. Protection Against Sexual Exploitation and Abuse:
Legal Aid Society (LAS) is committed to the prevention and protection from all forms of sexual exploitation and abuse (SEA). LAS explicitly prohibits its staff, associates, partners, consultants, or any other representatives associated with the delivery of its work from:
- Engaging in any form of sexual exploitation or abuse.
- Sexual activity with children (persons below the age of (18) irrespective of a mistaken belief of the age of the child which shall not amount to a defence)
- Exchange of money, employment, goods or services for sex, including sexual favors or other forms of humiliating, degrading or exploitative behaviour, is prohibited. This includes any exchange of assistance that is due to beneficiaries of assistance.
- Sexual relationships between LAS staff and beneficiaries of assistance, since they are based on inherently unequal power dynamics, undermine the credibility and integrity of the work of LAS and are strongly discouraged.
