Position Objective: To provide field-level technical and operational support in the planning, implementation, and monitoring of DRR, Climate Change, and WASH interventions. The position will play a key role in supporting project execution and ensuring quality delivery at the community level through participatory, inclusive approaches. Under the guidance of the Head of Program, the position holder will liaise with local stakeholders and partners, contribute to the identification and development of new project concepts, and support research, learning, and information management initiatives across relevant sectors

Mission 1: Field Implementation and Technical Support

The position is responsible to:

  • Assist in the rollout of WASH, DRR, and climate resilience activities in coordination with field teams and implementing partners.
  • Ensure field activities are aligned with international standards (e.g., Sphere) and Action Against Hunger protocols.
  • Support in development of beneficiary identification, site assessments, and community-level preparedness initiatives.
  • Provide on-ground technical oversight during infrastructure development, hygiene promotion, water safety planning, and emergency preparedness drills.
  • Support the Head of Program in identifying needs and gaps for new interventions in target areas.
  • Contribute to the drafting of concept notes and sections of proposals related to WASH, DRR, and climate adaptation.
  • Assist in developing project BoQs, activity plans, and field-level budgets in coordination with technical and finance teams.

Mission 2: Coordination and Representation

The position is responsible to:

  • Participate in district/provincial WASH and DRR coordination meetings, task forces, and cluster meetings, especially in the absence of Head of Program.
  • Liaise with local authorities, UN agencies, and other stakeholders for effective field-level coordination.
  • Support documentation of meeting outcomes, action points, and follow-up.

Mission 3: Support in Research and Learning related to WASH, DRR and Climate Change

The position is responsible to:

  • Assist the MEAL and research teams in data collection, field facilitation, and logistics for operational research and learning reviews related to WASH, DRR, and Climate Change.
  • Identify innovative field practices and lessons learned for documentation and scale-up.
  • Support knowledge management and dissemination of research findings among field teams and local stakeholders.
  • Support the field teams on data collection, beneficiary feedback, and progress updates using prescribed tools.
  • Support the MEAL team in conducting assessments (baseline, endline, KAP, CRVA) and real-time monitoring.
  • Prepare concise field visit reports, input to donor reports, and assist in documentation of success stories and challenges.

Mission 4: Capacity Building and Community Engagement

The position is responsible to:

  • Organize and deliver training sessions for partner staff, ACF filed staff, on WASH interventions, disaster risk reduction, and emergency preparedness.
  • Facilitate participatory approaches such as CLTS, PHAST, and CHAST in the community.
  • Promote inclusive practices, ensuring women's participation in all community-level planning and feedback mechanisms.

 Mission 5: Ensure inclusion across programming and within/by the team

The position is responsible to:

  • Support mission level qualification of gender marker indicators;
  • Encourage inclusion within recruitment, training and promotion;
  • Ensure inclusion within program planning, implementation and reporting;

 Mission 06: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The position is responsible to:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help and build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

 Qualification Required: 

Bachelor degree  in Civil Engineering, Environmental Science, Disaster Risk Reduction, Climate Change, or related technical field

Nice to have:

  • Certifications or postgraduate diplomas in climate resilience, water safety, or DRR.
  • Training in Sphere Standards, CLTS, PATS+, or Water Quality Modelling.
Experience Required: 
  • 4- 6 years of professional experience in humanitarian or development settings, with a focus on WASH or DRR implementation.
  • Minimum 3 years at a technical level in WASH‑DRR/climate-focused roles
  • Practical experience in field-level coordination, partner support, and beneficiary engagement.
  • Demonstrated understanding of Pakistan’s WASH & climate issues, especially in provinces like Sindh, Balochistan and KP

Technical Skills & Expertise:

  • Solid understanding of WASH, DRR, and emergency preparedness programming.
  • Good understanding of vulnerability assessments (CRVA), EPRP development, integration of early-warning systems during disasters
    • Strong project management: Budgeting, BoQ preparation, M&E, quality assurance
  • Familiarity with standards/regulations: Sphere standards, environmental guidelines, national climate/WASH policies
  • Good command of MS Office, Excel, Kobo/ODK; familiarity with GIS tools is a plus
  • Excellent communication skills in English and Urdu; knowledge of regional languages is a plus.

Coordination & Soft Skills:

  • Experience engaging with government, UN agencies, donors, INGOs
  • Excellent English communication—written, verbal, report drafting.
  • Fluent in Fluency in local languages (Urdu).
  • Demonstrated commitment to gender sensitivity, child protection, & inclusion
